Mr. Shamail Ahmad Khawaja, Commissioner/Chairman BOT/BOG QDPS & C
Mr. Shamail Ahmad Khawaja, Commissioner Gujranwala, who has done B.Sc, M.A, LL.B & LL.M, was selected through an All Pakistan competitive examination, belongs to the Pakistan Administrative Service (PAS, ex-DMG) and is a recipient of the most coveted President of Pakistan Gold Medal for his Best All Round Performance among Pakistan Administrative Service Officers(commonly known as DMG officers) at the Pakistan Civil Services Academy (CSA).He has studied at Murray College Sialkot and three Universities of the Punjab, London & Singapore.
Mr. Khawaja has accumulated diverse experience of public sector management while serving on many important field, staff and policy making assignments in the Federal and Provincial Governments of Khyber Pakhtunkhawa, Gilgit Baltistan, Islamabad Capital Territory and Punjab as Assistant and Deputy Commissioner; Deputy Secretary to Chief Minister, Punjab; Director General of Attached Depts.; and Chairman Punjab I.T. Board. Besides after having served as Additional Secretary, Special Secretary, he has headed five provincial departments as the Administrative Secretary to the Government of Punjab.
He has been recently conferred with a "Leadership Excellence Award" by the Chief Minister Punjab in recognition of his meritorious services as Secretary, Excise & Taxation in promoting IT/e-govt. practices in the Excise &Taxation Department.
He earned the United Kingdom Britannia Chevening Scholarship and did his inter-collegiate LL.M.(Masters in Laws) from the University of London's King's College & London School of Economics (LSE). He also holds the distinction of having attended the 43rd session of the UN Commission on Human Rights (UNCHR) at Geneva, Switzerland as one of two students of International Human Rights Law nominated by the London School of Economics. He has attended numerous training/study events at the UK, France, Germany, Singapore, Bangladesh, Nepal and China.
His academic pursuits include being a regular guest speaker at the Civil Services Academy for many years. He also regularly visits other academic institutions as guest speaker including the MPDD(Management & Professional Development Deptt) for the training courses of the officers of prov govt and has also been invited by the Punjab University, LUMS(Lahore University of Management Sciences), National Institute of Public Administration & National Management College(for officers of BPS 19&20) as review panelist and guest speaker.
Besides, on the invitation of UK's Dept of Foreign & International Development(DFID) & International Growth Centre (IGC), he has participated in two consecutive annual conferences at the London School of Economics as one of the panelists in 2009 and as one of the presenters in 2010 along with the Professors of UK's Cambridge University n America's Harvard University.
